Opened Public Hearing for Proposed Budget for 2002 at 7:31.

CHANGES TO MINUTES:

The minutes from September 12, 2001 had changes as follows. Instead of Slocum aye vote being left off of Supervisors report it was Patchen's aye. Slocum's aye was left off of Motion to make Judge Connor's position a salary position with insurance included in gross wage and also the motion to adjourn.

Building and Grounds

A few more good days and the top will be on the basement to the New Town Hall and the building will be ready to be set on when it arrives. Ronald Marshall made a commit on what a nice job David Powers and the Crew did putting in the driveway at the New Town Hall Site. New Building should arrive approximately November 29, 2001. The Town Board should give Richard Harrison authorization to pay $101,000.00 due when building is set.

PROGRAMS AND GRANTS

Laurie Fessenden is working on Swim Program final report.

Code Enforcement.

Wayne Smith gave a complete accounting of his activities for the town for the month of October 2001.

Highway Report

David Powers reported they finished the oiling and chipping on Blakley Road. With the help of Ledyard and Venice the hauled 2700-ton of cinder from Miliken Station to our storage barn, all mixed. Dug out three stumps on Maple Street. Got one driveway into New Town Hall site so they could put the crane in to set the New Building when it comes. Also dug out some stumps and old concrete on site. Installed a few driveways and added on to Bassetts driveway. Removed excess gravel at inlet end of big pipe on Weeks Road in stream.

Water Report

David Reeves reported 71,000 gallons used last month. Did flow test w/ISO for insurance. They think we will get improved up one notch for fire insurance purposes. Went through all fire hydrants. There were 3 leaks in fire hydrants. The 2" line on King Ferry Fire House is in the process of being fixed. The telemetry is working better than it was. Was down again this morning and don't know why it was. David checked it out. He feels we should get the radio system and update telemetry. David has a proposal to put in new radio telemetry system. The past problem with the telemetry has been singled out to our transformer not functioning properly, not the telephone company equipment. The expense of fixing the existing equipment could be more expensive than replacing. Health Department requires 20 PSI at all times. In order to keep the 20-PSI the tanks have to be kept full at all times. When the telemetry is not working properly this will let the tanks go down. When David turns on the pumps to fill the tanks it costs $360.00 on the light bill. David has talked to a couple other towns that have radio systems and they are very happy with the systems. He has talked to four people about the new system cost and this averages $18,000.00. The Genoa Town Board made a motion for David Reeves to get bids for new system.

Old Business:

Selection of Assessor. Ronald Marshall moved we accept Kaye Dougherty application for New Assessor starting on January 1, 2002. Kaye works in the Cayuga County Board of Realty Office. She is also the assessor for the Town of Mentz. Kaye is also familiar with the problems we have had with our assessments in the past. Kaye will work with Donald Potter until the assessment roll is up and running correctly.

Close the Public Hearing for the Preliminary Budget.

A request by Hans Pecher for Richard Harrison to contact the Attorney General about legality on how to handle the budget hearing process. Richard Harrison told Hans to put the request in letter form and when he received the letter he would call.
