A Regular meeting of the Genoa Town Board was held on March 13, 2002 at the Genoa Town
Hall 1000 Bartnick Road, Genoa, New York 13071.
The Meeting was called to order at 7:30 P.M.

Building and Grounds
Ronald Marshall and anonymous helper finish hooking up the telephone wires in the
offices.
John Mann reported about the signs. He brought two proposals for the price of the sign.
One was for $325.00 and the other $725. The sign will be 4x8 and be one sided. It will
set on the corner of the lot facing both Route 90 and Bartnick Road. It will have Genoa
Town Hall and offices with the
insignia of est 1789. The color will be bone color background and green lettering. The
Town Board gave permission to John Mann to decide which sign layout to use and to keep
the cost at $725.00 or below.

Marilyn and Laurie will discuss the colors and fabric for valances for the windows.
Blinds will be precut and delivered within 4 days of order. Cost of blinds will be
$460.00 complete. Kenneth Manzari and Ronald Marshall donated their time to install.
The total cost of blinds and valances would
be $1,100.00. This included cost of installation. Of course now that Kenneth and Ronald
have donated their time it will save the cost of labor. We cannot express out
appreciation to John and Marilyn Mann for the extra time they have spent on the final
details of the New Town Hall. We still have
to look into some new equipment for the Town Hall such as copier, fax machine, telephones
etc. The gas tanks still have to be buried and some landscaping still has to be done.
The New Town Hall is looking very nice. The Town Board made a motion to do the blinds
now and hold off on valances until
a later date. The Town Board gave permission to do only the blinds at this time and keep
cost to $369.00.

Marilyn asked if the grounds could be have the debris and the boxes and such could be
take away before the Open House on March 24, 2002 from 2:00pm to 4:00pm. There will
punch and cookies. Anyone wanting to donate cookies will be appreciated.
PROGRAMS AND GRANTS
Laurie sent the letter to Peter Cardamone on the swim program for summer of 2002. The
School Board discussed this at the last meeting and tabled it again. They are trying to
see how they can lease the bus and driver to the town legally. Another letter will go
out to the school board with time
frame and dates we will need the bus.
CODE ENFORCEMENT
There hasn't been much new building this month. Wayne has been inspecting on going
projects.
Highway Report
Steel came for guide rails retrofit, etc on Bickle's bridge. Welding and drilling all we
can in the shop. Also painting on a 3-part Urethane bridge paint (yellow flagged).
State OSHA inspector signed off on our violations. They were all done to his
satisfaction. The guys have been cutting a little brush. We dealt with a few sessions
of snow and slippery roads. Still haven't heard from State of Funds for bridge paint
project. We need to get an appraisal for piece
of property located at Preston Wilson's and Beverly Hammons that will be used when we
widen the road in that area.
Water Report
There was 65,000 gallons per day for February 2002. PESH signed off after the equipment
was purchased for the water pits. David Reeves would like to go to the NY Rural Water
Convention May 19 thru May 22, 2002 in Lake Placid. The cost will be registration of
$85.00 and hotel and meals $387.00.
David has the new water quality report almost ready for 2002. A motion was made for
David Reeves to go to Lake Placid for conference in May.

The Town Board will rebid the lawn-mowing contract for 2002 & 2003. Advertisement will
be in the Shopper.

Water Committee
Ann Petrus director of operations, Cayuga County Water and Sewer Authority will hold a
Planning Committee meeting on March 25, 2002 at 5:00 in Caucus Room 6th floor of the
County Office Building. This is an information meeting only. The topics to be discussed
include Town of Springport Water
Project, possibility of Bolton Point as a source of water for the south end of the
County. Anyone interested in attending is welcome.

Donald Potter gave an assign update. We have a price of $2.00 per parcel for the update
of assessment for this year. Donald Potter and Kaye Dougherty have about 250 parcel
cards to update.
OLD BUSINESS
Richard Green asked about his dog license. It seems this clerk gave him the wrong copy
of his dog license. He had requested a copy of his May 2001 and I sent him a copy of his
May 2000. Hope he will accept my apology for this mistake.
Karen Keppell was back and still concerned that the town is doing nothing about the water
drain off pond at Willett Farms on Tupper Road. Richard Harrison informed her that if
she were to talk to Mr. Odell at Willett Farms they could work out a plan. Richard
Harrison offered to attend this meeting
with her if she so chooses. This seems to be the best way to get along with your
neighbors. Dale Sellen and Kenneth Manzari also checked out the area and could see no
reason for it to be changed.
David Powers found out that all the changes that OSHA had us do was subject to money back
for repairs from Albany. He called for this form. Found out that the State is now
issuing the claims for 1999 so figures we will be waiting for a while to get our rebate
money. It should cover 75% of the
cost of these changes.
