REGULAR MEETING, GENOA TOWN BOARD
OCTOBER 09, 2002

A Regular meeting of the Genoa Town Board was held on October 09, 2002 at the Genoa Town Hall 1000 Bartnick Road, Genoa, New York 13071.

The Meeting was called to order at 7:30 P.M.

CORRECTION TO 9-11-02 MINUTES:

Under Building and Grounds the board made an approval not a motion to purchase the second dehumidifier for the town hall. The aye was left out after Laurie Fessenden name on motions. A proposed budget was distributed to the board.

Building and Grounds

We now have a nice driveway and parking lot area thanks. Donald Potter suggested Robert Warren be contacted to paint the doors at the Town Hall. Laurie picked out an off white color. The plans from John Mann for the porch and handicap ramp on the south end of the Town Hall are complete. Wayne Smith said we need to put the rail supports about four inches apart for safety reasons. There will also be side rails on each side of the front porch. Donald Slocum asked why we need to have two dehumidifiers in a new building. Kenneth Manzari explained that a new building such as this one would have a certain amount of humidity for a year or so. Marilyn Mann gave a report on GHA. The GHA Association would like to see the exact total of expenses that the Town of Genoa shares with them. Richard Harrison said he would get a schedule together for them. Jake VanBenschoten will be back to complete the digging for the water and electrical hook up.

WATER BOARD REPORT:

James and Kathy Mahaney submitted a request for water hook up for their house on Mahaney Road. Because the house is over 400 foot form the district. The board said until they expand the district there would be no new hook ups over 400 feet from the district. The motion was made not to accept hook up.

Highway Report

We did a little more prep work on Town Hall driveway and parking lot. Used 2700 gallons pf CRS-2 asphalt and stone to give it 2 coats. We used 650 ton screened gravel to get county line road passable again. Guys helped Niles haul gravel on one of there jobs one day. We had to have Cranebrook Tree Service on Mayo Road. We ha a lot of trees by Stepka's and Addy's to close to the wires and houses for us. Bulk of the rest of our work has been on Mayo Road on the trees, stumps and brush.

Water Report

September average water usage was an average of 86,000 gallons per day. Everything is back on night rate. One pump was original and should be replaced and a new motor. Water committee meeting will be on next Monday night. They will have a schedule for Rich to look at.

ACCESMENT UPDATE:

Received a bill from Jay Franklin for assessment update. We will pay 50% and will pay as billed with a 20% hold back until job is complete.

Supervisors Report for August 31, 2002. The board made a motion to accept report with exception of following changes. There was an error in swim program payroll. A9999 account for $9.72 was for one days pay carried over from last quarter payroll.

Code Enforcement Report:

Wayne had 10 permits issued, 18 inspections and 3 communications in September 2002. Kenneth Manzari check prices at Lowes for fire rated ceiling in basement of Town Hall and it will be from $900.00 to $2000.00.

Approval of bills: Dale Sellen asked about the bill to Water Shed Program for $1,300.00. Richard Harrison explained that there are 11 towns around Cayuga Lake. They are all in this project. It gives the town money and equipment to clean up certain areas to clean up lake.

NEW BUSINESS:

Karen Keppel and Donald Slocum were interested to know if anything would be done about a junkyard law. Richard Harrison said as soon as enough people show interest they will continue to look into this matter. So far only a few people have showed their concern at the monthly board meetings. The Scat Van transportation contract for 2003 is up for renewal. The board by unanimous consent will have Richard Harrison sign the agreement. We have removed the SBA Towers performance bond with instruction if they continue in the future they will have to have the bond. The towers were never constructed. The school board needs to review the equalization rates. Allen Koslowski has sent for our review on the software for aerial view of properties. Butch suggested we sell the old Compactor we had when we had the dump. WE will advertise for the next budget meeting and salaries on 11-06-02 at 7:30 pm.
