BUILDING AND GROUNDS
Ron Marhall will contact some contractors in the town. Because it is less than
$10,000.00 it will not have to be put out for bids.
PROGRAMS AND GRANTS:
Lori talked to Gail Fisher who is the Regional Director of Grants. Gail will send a
couple of grant applications for the records room shelving update.
CODE ENFORCEMENT:
Wayne Smith says we have to change gas line to install heater in assessor's office and to
finish off the basement of the Town Hall.
HIGHWAY REPOST:
Plowing snow. Rich and David Powers are working on procedure to follow when the highway
or resident of the town are working on road repairs or drainage under road repairs.
WATER REPORT:
David Reeves was plowing and there was no report. Rich had talked to David Reeves
earlier and he has said everything was going well in the water department.
ASSESSORS UPDATE:
Letter received 1-05-03 from Ed Smith stating that Jay Franklin could not do the property
update. We will accept this letter as nature of operations. Scott Snyder will coordinate
land values and Tom Goodblood will contract pricing assessment values.

The clerk will verify that the State Department of Audit and Control, Office of Real
Property Service and the County Clerk have or will receive a notice of appointments.
The Clerk verifies that all notifications have been made.
5. Salaries
a. Supervisor - $7000.00 - prorated monthly but paid annually with the final payroll of
the year - plus individual health insurance
b. b. Town Clerk/Collector $9000.00 - prorated and paid monthly - plus individual health
insurance
c. Assessor - $9.00 per parcel on actual parcel count as determined by the
certified tax roll but approximating 1300 parcels - prorated
monthly
d. Highway Superintendent - $36,000 annual salary prorated by-weekly
e. Councilperson - $600.00 per year paid annually with individual health insurance or
as requested $3000.00 per year prorated monthly but paid annually

- Mileage
Any elected or appointed town official or town employee who uses a private vehicle in
performing official duties of the town may be reimbursed at the rate of .30 cents per
mile. A mileage log may be required
- Health Insurance -
According to the Medical Plan for 2003. Retired, currently elected or appointed
officials who desire
Health Insurance coverage under the town plan may purchase the coverage that they
desire if coverage
Is not offered by the town
- Retirement - As mandated by the New York State and Local Retirement
System

9. Benefits for full-time Highway and Water Employees
a. Clothing allowance - $200.00 per year per employee
b. Holidays - Eight paid holidays per year - New Years Day, Memorial Day, July 4th, Labor
Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day
c. Vacation - One weeks vacation after one full year of service, two weeks vacation after
two years of service to continue to year 10 of service - year 11 to15 add one additional
vacation day to a maximum of 15 days per year. Vacation is not accumulative
d. Sick Time - Six (6) sick days per year are allowed. Two days per year may be
accumulated with no maximum
e. Disability Insurance - will be carried on all full time employees
f. Health Insurance is provided for all full time employees
g. Personal Time - 16hours as needed

TOWN BOARD and FISCAL
1. Rules of Procedure - Resolve that the town board continue with the practice of using
the rules as outlined in the Town Law Manual until such time as the majority of the town
board feels more specific rules are needed
2. Town Board Meetings - Resolved that the regular meetings of the Genoa Town Board shall
be held at the Genoa Town Hall - 1000 Bartnick Road on the second Wednesday of each month
and shall be convened at 7:30pm
3. Official Newspaper - Resolved that the Moravia Register and/or the Auburn Citizen
shall be designated the official newspaper of the town for all legal notices and the
Scottmans Moravia Area Shopper may be used for non-legal announcements
4. Highway Agreement - Resolved that the Genoa Town Board enter into an agreement with
the Highway Superintendent of the town with respect to the expenditures of Highway monies
for the repair and improvement of town roads
5. Official Repositories - Resolve that the official repository for the Town
Clerk/Collector and the Justice of the Peace shall be the Cayuga Lake National Bank and
for the Supervisor at his discretion a local bank of his choice that is most favorable to
town needs or requirements
6. Investment Policy - Resolve that the Supervisor invest any available funds, consistent
with town obligations, in a timely manner, and in such a manner as to accrue the largest
practical return for the town and still comply with the requirements of New York
State
7. Purchases of the Highway Superintendent - Resolved that the Highway Superintendent be
authorized to spend up to $6000.00 in aggregate from the Highway Department budget
without prior approval of the board
8. Purchases by other Town Employees or Officials - Resolve that any purchases in excess
of $1000.00 receive prior town board approval. Emergency purchases in excess of $1000.00
may be authorized by the Supervisor or in his absence the Deputy Supervisor
9. Public Utilities and Monthly Services - Resolve that all utilities and monthly
installment contracts made by the board may be paid without the formality of the audit
process
10. Returned Check - Resolved that any check rendered to the town and returned for any
reason may be charged a redemption fee of $25.00
11. Second Signatory - Resolved that the Deputy Supervisor be empowered to sign checks in
the absence of and/or at the request of the Supervisor
