A Special Meeting of the Genoa Town Board was held on January 26, 2004
at the Genoa Town Hall, 100 Bartnick Road, Genoa, New York 13071.

ASSESSORS REPORT: Given by Supervisor Underwood
Last years people who had applied for the Star Program verification were keyed into the
State System.before October 2003 as required.. 50% were returned for unable to determine
which is not unusual. Town of Genoa still assessing at 100% for 2004.
HIGHWAY REPORT: Dale Sellen
BILLS JANUARY 2004: Supervisor Underwood
Regarding Dog Control: Bill $2985 was not presented before October. Needs to be
included into Budget. $2400 Contract for the year, $600 for Census. St. Clair $1.00 per
dog plus mileage.

Insurance by Chamberlin. Supervisor Underwood commented to by pass for tonight, cannot
be in effect until March any ways. Laurie Fessenden commented to sign up Mark Connor
with County and retro to January 1, 2004 for single coverage.

5. Salaries:
Hans Pecher opposed salaries for Supervisor, Council and Town Clerk. “Out of Line”.
Supervisor’s should be reduced $2,000, Board Members should be around $1500, and because
of the present situation did not want to comment at the time on the Town Clerk’s.
Laurie Fessenden commented that in regards to acceptance of insurance, the cost would be
more than what is being paid.
Item D: Highway Superintendent
Dale Sellen recommended: Sixty days instead of six months for probation. Raise to
$36,500.
Laurie Fessenden recommended: Change six months to three months for probation.
Steward Underwood commented on setting precedents for the future. Recommended to approve
as read $34,000 and table for two or three months.
Donald Slocum asked if at the end of the probation period was there a review?
Supervisor Underwood agrees with review.
Laurie Fessenden commented that all of this should be discussed in an executive session.
Supervisor Underwood recommented to approve as is then discuss in future meeting.

9. Benefits for Full-time Highway and/or Water Employees:
Laurie Fessenden reommended to change Water Employee to Certified Water Operator
Laurie Fessenden commented to let Mark Connor have one week vacation without pay during
the two week time period that the Water Department takes vacation. ( One of which is
mandatory.)
David Reeves commented that the first week of August is the one taken as mandatory.
Supervisor Underwood said this will be discussed in an executive meeting.
d. Change 2 days per year may be accumulated hourly with no maximum.
f. Personal Leave Time:
Regarding 1/2 day at a time.
No one seems to feel it made a difference as long as it was designated on time sheet but
should be at least one hour per occasion.

Laurie Fessenden commented on $500.00 limit.
Dave Reeves says at this time meters are $950. Clamps are $365.
Supervisor Underwood recommended to raise the limit from $500 to $1200 for purchases by
Water Department.

NEW BUSINESS:
Supervisor Underwood commented on moving voting site to basement of the new Town Hall.
Still have time to meet deadline. Table until next month.
Supervisor Underwood commented that he had been in conversation with Natalie Hingston,
Town Clerk of Locke, NY in regards with help in meeting deadlines by February 15th. She
is using the same system as The Town of Genoa and has time that she could help. This
will be at Stuart’s discretion and it
was recommended to offer $10.00 hour.

David Reeves said that he would be doing water meter readings shortly by the first of the
month.
Kenneth Manzari commented that an Annual Statement and Financial Disclosure needed to be
completed along with a listing of Events to be posted at the Town Hall and GHA (Blue Book
designated) listing the meetings for a year in advance.
Laurie Fessenden volunteered her time for the above as soon as her Monday Deadline for
the Grant is completed.
Next meeting will be February 11, 2004 at 7:30 P.M.
