A Regular Meeting of the Genoa Town Board was held on February 09, 2005 at the Genoa Town Hall, 1000 Bartnick Road, Genoa, New York 13071.

The Meetings were called to order at 7:40 P.M.

WATER CONTROLL REPORT:

There were 289 bills sent for the water period November 1, 2004 thru January 31, 2005. The total billing was $13,303.44 with past due accounts of $2,474.33. This leaves a total Accounts Receivable of $15,777.77. In November we relevied $2,664.58 to taxes. This included any account over $26.40 prior to July 30, 2004. In the future we will be reminding the water customers that their delinquent bills will be relevied if not paid by October 31. We also have 11 inactive accounts.

BUILDING AND GROUNDS:

Lawn mowing for the upcoming season of 2005 will be put out for bid.

PROGRAMS AND GRANTS:

95% of the town's records have been moved from the Historical Building to the Town Hall. Town Law stipulates that all historian records are part of the Town. Original books will come to Town Hall and the Micro-fisk machine and information will stay at Historical Building. The ladder we need for the repository room can be purchased from Boise Office Equipment for approximately $400.00. Lori will get information for the ladder. There will be a desk or table outside the repository room at the Town Hall for the Historian to work at.

INSPECTIONS:

Green-Creek Road-Pre-CO on garage addition, Green-Creek Road-Inspection of tariler for adult care use, Broughton-Route 90-CO on Trailer, Green-Creek Road-CO on garage addition, Thompson-Creek Road-check progress on modular.

HIGHWAY REPORT:

Ice at the beginning of January has our salt and cinder usage up. We spread 456 ton of mix on state roads and 399 ton of mix on town and county roads. Our state tickets are done and sent in. Most of the month has been plowing snow and ice. Serviceing and repairing the trucks in between. Our inspection with NYMIR insurance is done, with only 2 minor violations. They've been corrected and confirmed. We have a culvert pipe on Bartnick Road that is full of silt and not running water properly. We have pumped it out several times to make it safer for traffic. Will need to replace culvert soon. Paperwork for County Line Road is done and sent in for grant purposses. Hoping the retirement plan change will be discussed. I have original copies if it is decided to be changer. Cost will be figured in April, as this is the fiscal year end.

SUPERVISORY REPORT: 01-31-05 was not ready yet for this meeting.

OLD BUSINESS:

Cheryl presented the board with a packet form the water committee. It contains applications for new hook up, and turn on and turn off form. The property owner shall have to fill out and sign one of these forms before meter can be shut off or turned back on. The new rates for repairs to meters etc. were also included with this packet. The board reviewed these forms and have a few changes to be made before they are final. The bottom has rusted out of the bottom of box on the Towns Water truck. We will try to find someone to repair the box. Then in a couple years we can buy a truck with the same wheel base and so forth to fit the box on. We will get estimates to replace box, crossmembers and wheel wells.

DOG WARDEN REPORT:

CARL COLLIER.

Finger Lakes Dog Protection Agency, Inc. made 12 calls to the town of Genoa in January which covered 527 miles. There was one empoundment. List of complaints on file at clerk's office.

OLD BUSINESS:

Concerning junk cars in the Town of Genoa. New York State allows 1 unlicensed vehicle on owners property. Would like to see if we could get people to at least clean up vehilces in their yards. Need to put some thought into this issue. Will be discussed at next meeting. The people who have notices already should get the cars cleaned up by June 30, 2005. Wayne Smith has an OK from The Town of Genoa Board to resolve these issues.

RETIREMENT PLAN CHANGES:

FRANK SELLEN

IN AUGUST OF 2004 it was brought to my attention that the retirement plan our three senior workers are currently have could be changed. This change only involves tier 1&2 members. Under current plan, 75g after 20 years of service, they would get 1.66% per year of service. If we were to adopt this new 75i plan, they would receive 2% per years of service. This could make the difference of over 300.00 per month, which would really help towards there health insurance. This new plan 75i would cost $1,729.00 for all three members or $576.33 per worker. These prices are good until March 31, 2005 unless retired by March 1. I have checked with other Towns and the County, most already are getting the better plan. Unlike most County workers, when we retire, we will be on our own too pay 100% of our health care. Hopefully this will be added to your packet in time for the upcoming board meeting, February 9, 2005 so that it may be reviewed and made a decision on before the price changes. The 3 employees that this will affect are Albert Elser, Bernard Thresher and David Reeves. The Genoa Town Board made a decission to make a resolution to adopt the 75i plan rather than the 75g plan which we currently have.

Supervisor Underwood disclosed that the foregoing resolution was duly carried.

NEW BUSINESS:

The Town Supervisor will be moving into the office with the bookkeeper. The Town Justice needs a room for lawyers on court nights to converse with their clients. This will be discussed at a later date.
