A Regular Meeting of the Genoa Town Board was held on July 13, 2005 at the Genoa Town Hall, 1000 Bartnick Road, Genoa, New York 13071.

The Meeting was called to order at 7:50 P.M.

Cheryl presented the update to owners of multiple dwellings.

ALL PROPERTY OWNERS OF MULTI-DWELLING UNITS:
The May 1991 Water District Policy updated.

Since the law reads that the PROPERTY OWNER IS ULTIMATELY RESPONSIBLE for any water usage going through meters assigned to his property, henceforward we will be handling multi-dwelling unit billing as follows.

1) The property owner will receive all billing for each of his/her property(s) as each property shall have it's own water meter (Local Law No.1, Section 5-a). These billings will be identified as Apt.#1, Apr#2, etc. Or Trailer #1, Trailer #2, etc. with or without tenant(s) names assigned.

2) If owner or occupant of said premise(s) wishes the water bill be delivered directly to the tenant(s), then a formal letter of request must be made out to the Genoa-King Ferry Water Clerk and signed by BOTH parties (owner of said premises and occupant). Still understanding that any past or overdue amounts by any or all tenant(s) will be the responsibility of the property owner.

3) It will be the sole responsibility of the property owner to notify the Genoa-King Ferry Water Clerk of any unoccupied dwelling if they wish the water services to be turned off/on ( a form must be filled out and signed for a temporary shut off/on), otherwise, a quarterly minimum use fee will continue to be billed with balance due by the property owner.

4) At any time, the Property owner can formally write to the Water Clerk to have the tenant(s) name(s) removed from the billing and have the Water Clerk mail any future billings directly to the property owner. 

While the district realizes this may mean more work for the landlord(s), it really is a service to the property owner and tenant(s).**We do not have the personnel or time to maintain a record of ANY tenant changes, transfer or vacancies or our own, this is ultimately and solely the responsibility of the property owner.

It is important to note that **If no such notifications are made-the owner will be billed and expected to pay in full, for any an all minimum use charges for any given apartment/trailer, occupied or vacant.

Butch reported that Freelove's have moved some of the cars out. The Feelove's have a court date set for July 30, 2005. Shaw’s have moved some of the cars from their property.

Swim program started July 7th, 2005. The average children participating each day is 62 for both Genoa and King Ferry.

HIGHWAY REPORT June 2005:

The work on Center and Creek road is completed except for oil and chipping surface. We may try and seal it this year, depending on our money situation. Frank thinks we've pleased everyone so far. 
Frank attended a meeting on our county snow plow contract. The county offered a 2 3/4 % increase over last year. We agreed on price pending fuel and salt prices don't get to far out of hand. 
Frank had three meetings with F.E.M.A. with the last one completing the labor, machine, and payroll for the flooding in early April 2005. There should be a sizeable check very soon.
The new pickup is at the town barn, we have everything but the spare tire, which is coming soon. We discovered that Genesee Ford is having financial trouble, which delayed delivery even longer. 
The plow was switched from a Fisher to a Boss plow and installed at Marrietta Diesel in Auburn for the same money and a lot less time. 
The new ditcher is in at Vantage Equipment waiting for a thumb to be installed. Some hoses were damaged in transit to there facility, new ones are ordered and should be in with the thumb. 
We've started our chip sealing a couple of weeks ago. It's been so hot we have been having trouble with the surface picking up on the oil trucks tires. We've helped Venice, Moravia and Niles. 
Took IH to Stadium International for warranty work and valve that wasn't hooked up right. After talking with the salesman, everything was done at no charge to us.

CARL COLLIER.

Carl picked up the list of unregistered dogs in the town and will proceed to issue summons.

OLD BUSINESS:

The Genoa Town Board approved the water policies completed by the water committee.

The new generator at the pump house was purchased after a phone pole on March 11, 2005 and all approved the purchase. The payments were broken down into two payments. The cost of the generator itself and the cost of installation by Franklin Electric. 

The Genoa Town Board approved an ad to go into the paper for unlicensed dogs and the fee for such.

The generator was discussed at the Genoa Town Board meeting on February 9, 2005 and again on March 9, 2005. They approved it on March 11, by a telephone pole.

NEW BUSINESS:

Marilyn Mann addressed The Board about having a children’s story hour. She would like to have it in a portion of the downstairs at the town hall. Board will discuss and let her know next meeting.
