A Regular Meeting of the Genoa Town Board was held on September 14, 2005 at the Genoa Town Hall, 1000 Bartnick Road, Genoa, New York 13071.

The Meeting was called to order at 7:40 P.M.

WATER:

Brenda will be sending out late notices 9-6-05. The bills will be due between 9-19-05 and 9-30-05 to avoid going on tax bills. This is with the approval of the Genoa Town Board. The Board is aware.

BUILDING AND GROUNDS:

Jake VanBenschoten has completed the painting of the outside doors and weatherproofing the treated wood areas at the town hall.

Picked up some information that Stuart set aside for NYS Department of Health & Environmental Corp.

Trying to help public water to help and finance.

Cheryl will take to Water Committee meeting on Monday night.

Our chip sealing is done for this year, unless we find more money to do more.

Al's been mowing and patching, making the second and third passes where he can.

Borrowed the Count’s wood chipper and cut low hanging limbs and brush on some of our back roads. 

Our new ditcher is in, and works very well. The thumb that was installed, works excellent. It makes it more versatile for culverts or anything we want to place or move. We have been ditching and changing cross culverts since we took delivery. We have also done debris removal from out streams and bridges for Fema.

Took our old equipment to the public auction in Lansing. All pieces were sold.

Stonewell Bodies built and installed the tool box for the new Ford pickup. They did an excellent job, at a very reasonable price. We thank them very much.

We received our new plowing contract from Cayuga County Highway. We negotiated the three year contract at our last Highway Superintendents meeting. They agreed to pay $3,200.00 per. Center line miles for 16.71 miles of county roads we plow and sand for the first year. This contract needs to be signed, notarized, and sent back.

Frank and Dale have been working on next year’s highway budget. With the prices of everything jumping so fast, it makes it difficult to determine where the prices may level off.

OLD BUSINESS:

Dump charges were originally set up to be for 30 years. Bill Anderson, the engineer for JLI Environmental said it has been going on for 10 years so far. Every 5 years they have asked for a relief. This means they give a reduction in price. 2006 starts a new 5 year period. They will possible get a relief by not having to do the test only every other 
year or possibly every 5. We will have to wait until the approval is made if it is.

The Town Board received a letter from Dudley Hand that as of 9-30-2005 he would be discontinuing his job as bookkeeper for the Town of Genoa. If my successor has any problems I will be available on an hourly basis. Last meeting we heard from Bonnie Johnson as to her interest in becoming bookkeeper. Resume was reviewed by The Genoa Town Board. Divide annual payroll for bookkeeper and 
pay one month salary to Bonnie. The first payroll will start September 1, 2005 at a gross of $541.66. Stuart will move money to cover payroll from A1990.4 to A1680.4. Lorie will talk to Bonnie about capability. 

The special meeting will be advertised for September 28, 2005. Stuart will let clerk know after he checks with bookkeeper to see if he is available.

NEW BUSINESS:

The election inspectors have some items they will need before election. A clock, Flag, larger refrigerator and have the overhead door light fixed. We will buy 3 8 foot folding white plastic top tables and a couple of new circuits to run the refrigerator on. Adjourned at 9:08 pm. We will have appropriate signs for election. To show voters where 
exactly to go. 

Discussed a sign on the corner of Bartnick Road and Route 90 to advertise when meeting, election, and any other function that may go on at The Town Hall. 

Starting in 2006 there will be new election machines in all towns and villages. 82 machines for Cayuga County. It will be like a 42” TV Screen Ballot will be touch screen. Buttons below for errors is made. Voting machines have to be handicap assessable so it will move up and down. It will still have a paper trail. The cost will be approximately 
$80,000 for machines and $40,000.00 to educate the election inspectors.
